[Question] Looking for a tech business partner

I have built a working prototype mobile web application that is applicable to a global market. Due to the problem of not having any tech skills I sourced a company from India to build this app for me. I now find that I am in need of a highly skilled tech partner as part of a funding/investment process. This partner does not need to invest any money. Where is the best place to look to find this type of partner?
