XP or Vista? Does the USB to serial adapter register as a Prolific device?

Check by going to Control Panle -> System -> Device Manager, then find the ports and see what devices are registered.

I had a problem with a USB to serial device under Vista and had to download an updated driver.

How do you set the baud rate settings in the PC software for the meter?

If you know what the settings are you can try to set them directly on the USB adapter by going into the device properties (double click in the device manager), and then under Port Settings try to set the defaults to the correct values.
