For starters you need to be an Accredited Electrician or have one in your full time employ. Those are prerequisites to registering an Electrical Contracting Company.

In brief, the current industry specific requirements are:
      1. You (or your company) must register with the Department of Labour as an electrical contractor. As indicated by Sparks above, this requires that the company has an Accredited Person within the company. (per Occupational Health and Safety Act - Electrical Installation regulations)
      2. If you employ people to do electrical work, you need to register with the National Bargaining Council for the Electrical Industry. (per Labour Relations Act and Notice 730 of 2012)

The balance is all the sort of stuff that any business has to deal with.
      Participation is voluntary.
