    Supply cables

I got a strange situation. I must do a COC for a house being sold but at the meterbox the seal has been removed and cable was installed, i think it's 50mm single phaserunning to a joint box where it's joint up with three other 10mm cables going to 3 flats on one phase of property each with its own DB with a joint 60A main switch. But there's another 16mm cable at the meter box feeding a fourth flat and each DB phase it's own prepaid meter.the supply cable is also protected by 60A circuit breaker installed by the municipality. I don't know if the municipal breaker is working cause i don't understand how there's no overload happening. So my question is, can the municipal 50mm cable be joined with 3 10mm cables and can i right a COC for the installation if the municipal meter seal is removed probably because of the prepaid meter installation. And would a loop impedance test damage a prepaid meter?

Totally unacceptable, the cottages should be sub DB's fed from the main DB.
