Compliance question..!

How do you go about providing a COC for a dwelling that is electrically condemned?
The premises in question have stood vacant for some time, and as result of squatters/vandals anything of value has been stripped (even short lengths of PVC conduit!).
As per nml procedure for a sale of a property, a COC is required, but one can hardly issue a compliance certificate saying that the installation is not compliant!
In this case does one write a letter on the electrical company letterhead explaining/verifying the electrical status? After all, the COC only has to fulfil the deeds office requirement so transfer/registration can go through.
The new owner is purchasing the property 'voetstoots' and is well aware of its condition. Has purchased it as a 'fixer-upper'.

Any comments/advice will be much appreciated

I'm not sure if this is still the case and even if it applies country wide but you might be able to apply to the supply authority to have the supply removed entirely. Then if the electrical installation is stripped out which it sounds like is almost the case already then the house could be sold as having no electrical installation therefore no CoC required.

Maybe hang around and see if one of the electrical guys who work on domestic installations has better and more definite info. Otherwise maybe a call to your local electrical inspector might give you some info.

The cheapest way to do it, disconnected and remove the supply cable feeding the existing DB, fit a ready board close to the meter box and issue a COC for the ready board only and make sure you indicate on the COC that the existing installation has been disconnected and supply cables removed. IF you are smart and below to the CYA club you will take a pic of the wires disconnected.

The above comments have generally nailed this question.
If the main board is stripped out completely, existing wires cut in such a way that they cannot be reconnected without installing new wires and a Main Switch installed , then the COC can be written for the Main Switch only provided the db is made safe. Ie Balnks installed etc
