    Dodgy or Not?

    Hi there everyone
What are the regulations to the following that I have discovered at while doing an inspection at a Town House complex in Johanneburg, to me this just seems wrong.

First, There are two meter boxes, supply comes in through Circuit Breaker to feed the meter box and then goes out through another breaker to feed the last meter box +-25 meters away, Thing is, whoever wired this up is using 1 conductor from a 25mm cable for the red phase and then a 16mm cable with red/black and white/blue combined as the white and blue phases respectively. Photo attached.

Secondly, a lot of the units have a "supplied earth" from the meter box which is a 2.5mm flattex cable with all cores combined. Photo attached as well.

Does this seem a little dodgy or is it just me?
    Thanks in advance

6.1.5 A maximum of three conductors may be connected to any one
terminal provided that the terminal has the correct rating.

6.3.3.2 The means of identification for an a.c. circuit may be by colors
    or by numbers, as follows:
    3) a phase conductor shall be identified by a color other than
green/yellow, green or black, and Amdt 1

6.11.4 Each conductor connected to the main earthing terminal shall be able
to be disconnected individually. This connection shall be disconnectable only
by means of a tool, shall be mechanically strong, and shall ensure the
    maintenance of electrical continuity

6.12.1.5 Connections of earth continuity conductors shall not rely only on
twisting of the conductor or strands of the conductor.

    8.6 Inspection
    8) connections of conductors and earthing and bonding are
    mechanically sound, Amdt 8
    9) connections of conductors and earthing and bonding are electrically
    continuous, Amdt 8

This is what I quickly could come up with.
Sure there is more on the use of a 3phase breaker for 2phases that is not allowed and doubling up on wires to form a larger conductor.

    Hope this helps
