    Good Everyone Im a fully licensed and registered electrical contractor I received a call asking to tender for PLANNING, DESIGN AND PROJECT MANAGEMENT:
    ELECTRIFICATION OF HOUSES.
    I only do the electrical contracting side and not the engineering part im posting this because I see a oppertunity and there's a great chance i will get the tender...so im asking is there anyone capable of helping me.
    cut off date is 23rd August 2019 I know it is very short notice

    SPECIFICATION
    PLANNING, DESIGN AND PROJECT MANAGEMENT:
    ELECTRIFICATION OF HOUSES
    1 SCOPE OF BID
    1.1 This bid is for the planning, design and project management of an electrification
    project for 840 houses in Louisvale Road and 160 houses in Dakota Road. The
    project will comprise of the following:
    1.1.1 Extending of the medium voltage network into the electrification areas.
    1.1.2 Low voltage reticulation networks in the electrification areas.
    1.1.3 House connections to 1000 houses.
    NB: More details of the project will be given during the compulsory site meeting
    1.2 The Municipality therefore needs the services of a Consulting Electrical Engineer for
    the planning design and management of the project. The Consulting Engineer must
    provide the following services to the Municipality:
    1.2.1 Planning and design of the project.
    1.2.2 Preparing of bid documents, evaluating of bids and submitting of bid
    recommendations.
    1.2.3 Management and supervision of project till completion. This must include executing
    the duties of the client as contemplated in the Construction Regulations of the
    Occupational Health and Safety Act (Act 85 of 1993).
    1.2.4 The consultant will be responsible and must make provision for:
    1.2.4.1 Development of procurement documents.
    1.2.4.2 The final bill of quantities.
    1.2.4.3 The Completion Certificates and as built plans must form part of the
    Deliverables.

    To me this is a tender directed towards Electrical consultants and if you tackle it you will need PI insurance which you may not get as an electrical contractor.I say that not knowing the size or qualifications of your employees.

    Walk away and tackle work that falls within your capabilities.
    Reading between the lines I get the impression that you have not tackled that size contract - They will kill you with paperwork , cash flow and then the penalties will start and your business will be gone.
