I have not seen it have any effect on pvc or cabtyre.
What I hate is when I see people use it to try stop water ingress into box lids or glands.
Silicon tends to shrink when it dries and gets cold which creates brilliant little water ways directly into what you are trying to seal.
If you want to seal rather use silicone paste which is a grease - Almost looks like vaseline. Silicone paste to rubber is what Dubbin is to leather
Silicone paste is also non conductive ( use on the spark plug caps of boat motors and Xray machines) - Years later you will find it is still fluid and the rubber seals stay soft
