[Question] new Earth Leakage NOT tripping with plug tester

Good day everybody, Please help me with my question.
I have a situation were i plug-tested the Earth Leakage (E/L), and it didnt trip, so i bought and installed a new cbi EL, plug tested and still not tripping.
I ran a continuity test between Earth-Bar in DB and earth studs at sockets, also continuity between EL-Neutral-Bar and Neutral studs on sockets, and everything else is wired correctly and as it should be.
I even touched neutral to earth, and even plugged in 2 plug-testers both at max settings, and EL is still not tripping.
i installed the first EL into another DB, of site, and it does trip at 25mA
What do i not know, or not taking into consideration.
Any help would be greatly appreciated

Have you done an earth loop impedance test - Almost sounds like there is no earth coming into the property or the earth neutral strap is missing in the sub station .
Try bridging earth and neutral before the earth leakage and see what happens and then test.
What voltages are you getting between L- N and L-E and N-E

        Hello brother

Another thing to keep in mind is the supply voltage.

If you are using a TEL1TLB socket tester by HellermannTyton then there is no guarantee that this particular tester will trip the earth leakage relay even if same is in perfect working order if the voltage is below 219V.

When upping the voltage to 220V or above it works perfectly.

I have checked this with multiple plug testers and earth leakages in the past and it is indeed so.

Handy to keep this in mind.

It will be interesting to get some feedback as to what the problem was.

        Cheers ... Derek

Does the earth leakage trip if you press the test button on the front of it?

            Thanks to everybody that helped.
The problem was that there was no Earth to the property, the Earth spike has been installed, but earth wire to db broke.
Scary part is, I dont know how long this problem existed for, when did their earth cable break, the fact that their E/L wasnt able to trip, with 2 small children in the house. !!!
Just glad i could help them and sort it out, with your help.
