Is there a law that says workers must be registered with the bargaining council or is it just another money making activity ECA members must pay for? The ECB doesn't require workers to be registered with bargaining counsel and mentioned to me that the big boss of the ECA is on the panel of the bargaining counsel thus making it easy to see why ECA members must to be registered with the Bargaining counsel

It is law in terms of the Labour Relations Act and a number of gazetted collective agreements that have been extended to non-parties.
They openly declare an interest in electrical standards compliance only. So it is little surprise they pay no attention to compliance with Labour Relations Act legislation.
I have to assume this is a reference to the National Director being a joint General Secretary of the Council. Please correct me if you were referring to something else.

The ECA (SA) is an employer representative organisation with the registration with the NBCEI of its ordinary members being hard-baked into its Constitution for decades. It is accordingly in the Association's interest to ensure it is represented as strongly as possible in the decision making structures of the Bargaining Council.Participation is voluntary.
