Do I need a CoC when I do alterations to the electrical system on my property?
Yes. A CoC must be issued when any alterations are done to an electrical installation. For example, if traditional lighting is replaced by downlights, the electrical contractor must ensure that a valid CoC is issued for that work. Where any addition or alteration has been done to an electrical installation for which a CoC has already been issued, the user or lessor of that electrical installation must get a supplementary CoC for the addition or alteration. Both CoCs must be kept together in a safe place.
For those who are interested, seeing that this is a very important topic, the above was in an article published on 1st March 2019 by Erika Van Zyl who is the National Communications Manager of ECA(SA).
Derek ... I will make a note in future and attach the source of any info I paste in the threads.
I have been reading so many documents in the past coupe days my head is still spinning ... thats why today I decided to do some DIY at home ... spending some quality time with the family (making them carry all the tools ) got a lot done already.

You won't believe this. So am I.
Xolani and I have changed all the plugs , added more, moved some, replaced light switches here in my house.
Mommy is happy.
So gents, from reading all the above, you agree that in a case where a plug circuit is fitted and no initial COC can be presented coz it's been lost, you will not issue a COC for your work done and tell the client he should first get an initial on the whole property?
My question: What is going to happen if your plug circuit becomes faulty and starts a fire?
What do you do if you are doing an insurance replacement/repair (like a geyser extension, where they move a geyser to the outside) and demand a COC for your work done? Remember, no initial COC can be presenteded.
Why can you attach annexes that specifically exclude certain parts of the installation then?
The same as they demand a coc from you for your work done, you should demand a coc from them prior to even starting the job.
Peace out .. Derek
Edit:
I do not know your personal situation, whether you are self employed or not, but being self employed has it's advantages.
In the example you mentioned above, I, being self employed, would walk away from the job if they cannot produce a coc, not being able to CMA.
I'd go 1 step further and let the insurance company know why I cannot do the job. That will put the cat amongst the pigeons.
I phoned Wynand from TDMI training. His words to me was: "If there is no initial COC, the law states that yours becomes the initial COC but only for the work you have done. You cannot issue a supplementary without an initial, so yours becomes the initial."
So gents, until the chief inspector himself tells me otherwise, I'm gonna go with what Wynand sais [emoji28]

I agree with you 100 % ... Please attach the law he refers to with the origin ... just get him to give you a copy of the information so that you CYA ... words mean nothing unless supported by a document.
These threads are used to engage and discuss issues (as we have said in previous threads ... like sitting chatting in the pub) ... this is a social media platform ... trust me you wouldn't have a leg to stand on if you sitting court with info off a social media platform.
There are members who engage with facts (I still wouldnt trust a person using an alias) ... who will attach the relevant documentation and information regarding the statement.

One of the reasons my responses are are typed in the manner I do ... CYA ... the only time you will see me using the correct grammar is if a factual piece of information is attached ... it is up to you to verify any info found on social media.
I get involved in investigations and deal with insurance assessors ... I can assure you my preparation for these investigation dont look anything like what is presented on social media and everything is backed up by the AIA ... the documentation is checked and verified ... because at the end of the day ... the AIA is going to be the one who will be on the other side of the table asking the questions. The last meeting where someone challenged information I had given a customer ... he arrived a the table and didnt even have apiece of paper to support his claim ... I had a 30 page document with a break down of all the regulations ... the calculations and copies of the relevant regs. ... you can imagine who got the job ... but more important ... learn from it ... preparations is key ... dont just go by what Wynand says ... make sure he supports his statement with documentation.
Remember the information here is free ... use it to get your mind working ... if you think its rubbish dismiss it ... if not ... use it to investigate further ... not all the info is junk.
I have considered asking Dave to create a closed thread ... where you will have to register to gain access ... you would have to use your true identity and prove you level of competence ... so that only licensed electricians would be able to share information ... but that would take the fun out of it. I joined a serious group hoping to get legit info ... only lasted 3 days ... I was removed from the group because they said they didnt want DIY members

I'll see if i can get the applicable law from him. [emoji106]
Ask Wynand to join the forum ... it would be awesome to have someone from a training centre (who is up to date with the regs and latest info) to share and educate some of us young and old ... it would also be good for him as a training centre to engage to see what is going on in the real world ... but he cant join as an alias we need legit info.

A message to the younger members ... I have been doing this for a loooooooong time ... a lot of stuff I have already forgotten you still have to learn.
The best advice I can offer ... it not about the socket outlet ... its not about the open wiring on the downlighter etc etc.
You will never learn every single bit of info available ... you gonna make mistakes and forget things.
what is important is that you educate yourself to a level that you can identify things that may not be right and understand how to research the info required.
learn to research ... prepare and understand what you are about to do ... make sure you understand the consequences of your actions.
When something doesnt look right ... investigate take a picture and dont be afraid to ask question.
We all make mistakes ... none of us a perfect.
I would rather have someone by my side who acknowledges their short falls than a person who thinks they know everything.
The more you open your mind ... the more you will realise how little you know.

While on the subject of original COC's ... when selling a property ... can you still add a clause to the sale agreement which excludes the COC at the time of purchase?

If I'm not mistaken no, you can't. The requirement of a coc is from the transferring attorney. The transferring attorney cannot complete his /her transfer without it. You can however, draw up a contract with the buyer so that the buyer takes responsibility for the CoC.

To make a mistake is human, to learn from that mistake is knowledge and knowledge is strength.
We have done it in the past ... I just dont know if the rule has changed in past 2 years ... if I recall the new owner had to make sure the installation was compliant with 6 months of the transfer.
I was discussing this with a customer and we were thinking of disconnecting the electrical installation from the mains supply and removing all the wiring from the DB ... the house has old wiring which needs to be replaced ... my suggestion was to allocate 2 hours to strip as much as possible ... or just fit a ready board next to the meter box and exclude any wiring left on the property.
