the solution seems simple ... if the supplier doent respond to your request and the COC is required just bridge the neutral and earth at the meter ... the only difference is the council bridge it on the pole or in the CDU. making it simple for them to remove once they attend to the problem.

Reg6.1.6 does not allow you to bridge the suppliers earth and neutral .

The problem doing that is if there are other users without the bridge and the transformer star point is stolen your service cable could suddenly become the neutral earth point for the transformer.
The current could be way past your cable size and cause a fire.
It is the reason the municipalities and insurance companies insist on 4 pole change over switches

allowed in 7.16.4.

The point of supply being the main DB ... because the meter box is not accessible to the consumer and the circuit breaker in the meter box only switches the phase or phases and not the neutral?

What difference does it make it I do it in the meter or the council does it 3 metres away in the CDU ?

Am I correct in saying they are creating a potentially dangerous situation?

As Dave mentioned the installation is now a TN-C-S or TN-C

Back to responsibilities ... If the council modify the supply in this manner should they not be responsible for clearly labelling the meter box ?
