I am a qualified installation electrician but not registered to issues coc's.Is it legal if i do installations on distribution boards in residential dwellings and get a registered contractor to write a coc certificate for installation changes i have done to a db board. Is it necessary in a new db installation to do ZE ( loop impedance test) PFC,PSC on incoming feeder from council? I did all test for ZS

If you are not employed by the electrical contractor , then yes it is illegal.
The certificate being issue is invalid.
Any registered contractor writing out COC's for you can't really pretend to be an electrical contractor as he is basically taking work away from himself by supporting pirate contractors
If you want to be an electrical contractor , register and comply to all the rules, regulations, insurance and tax laws that all contractors have to do.
If you don't register you are a handyman and cannot carry out electrical work as per OHSA
