COC for ready box.

When buying a ready box, there's a COC as attached, inside.

What is that COC used for and is it worth the paper it's printed on ?

How can it say screws have been torqued to Sans 10142... Surely the manufacturer would specify the setting ?

And even have a value for Earth Resistance it should be N/A ?

Also how can the earth leakage tester be 30mA... I am yet to see a ELU trip at 30mA also do they then put power Into the board to test ?

And what is a readyboard tester ??
