Exposed battery cables

In the attached photo, are the short sections of exposed battery cables compliant ?

Or must they be in sprague ?

I would be more concerned about the connections.

I see its not the lithium batteries that are a fire hazard, its seems the home made DC control boxes are burning down houses.
