I don't have any suggestions about which package is best but many of these products are designed around BS, ANSI an IEC regs. You must usually select which regs you want from a dropdown menu. The SANS regs tend to be a mixture of all of the above and very few packages will accommodate this. I wouldn't spend your hard earned cash on anything without a trial version to see if it works for you.
