LABOUR BROKER

I got a client who is a recruitment agency, helping employees looking for a job and employers looking for employees. Is this what SARS classify as a labour broker ?

That would be an employment/recruitment/placement agency I think. A labour broker is where the company pays the agency for the provision of labour services and the agency than pays the salary/wages of the worker.
