Can someone please advise me on the most affordable meters for 3 phase loop/pscc testing. Also which other testers I would need to carry out a Compliance test on a three phase installation. I have the meters for single phase testing.

You can use a single phase PEFC/PSSC tester, it just means you must make 3 separate tests on the 3 phases and use the highest reading. If you particularly want a 3 phase tester look at brands like Brymen or maybe Uni-t that are good value for money but still decent quality testers.
