      Sorry I could have set it out better. There is enough confusion out there already. The account is still in the previous owner's name and now he wants to transfer it into his name.

        I recently went through the same exercise and was told by the lawyer that the buyer "can request" the COC. So, if the buyer or his lawyer does not ask for the COC then the buyer does not have to provide same.
        Admittedly, this was from my CC to myself and the same property, but this should not change the rule ?

          Aah yes, that rings bells. (And I need to pay closer attention to exact wording at times).

          I had a similar situation recently when my deceased father-in-law's property was transfered into the name of his wife as per his will. According to the lawyer, no electrical COC was required there either.

          You've just got to love lawyers. To them the difference between a transfer and a sale is obvious - and the regulation requiring a COC refers to sale - not transfer of ownership.

            Quite correct in all instances. The question was however about transfer of municipal account. The property transfer was done some time ago.

              I suppose technically we should phrase that as change of account holder, then.
